What a bell does
Four levers. Push one with $HEFTWARD. At the bell the heaviest lever wins.
It hands over exactly the runner-up's weight and takes every coin on the other three. Anything it weighed above the runner-up is slack, and slack goes back untouched.
3% of the two crossing amounts to the keeper. A refund is never cut. One lever pushed on its own voids the bell and every coin comes back.
